NEW YORK (Reuters) - The Port Authority of New York and New Jersey on Thursday said it has reached a framework agreement with World Trade Center developer Larry Silverstein, ending a 16-month stalemate over rebuilding at the site.

Port Authority Executive Director Chris Ward told reporters the agreement will clear the way for Silverstein to resume the building of his planned towers at Ground Zero in lower Manhattan subject to his meeting certain market triggers.

The reconstruction effort has suffered long delays as the agency and developer fought about money, security, designs and funding, frustrating officials and the families of the almost 3,000 people killed in the September 11, 2001 air attacks.
